Electronic engineer Chris Williams wires an Arctic data-collection device, called an O-Buoy, yesterday at CRREL in Hanover. The Army's Cold Regions Research and Engineering Laboratory has been responsible for building instruments that measure ozone depletion in the Arctic, as well as temperature and ice movement.
